2006 Pollution-Controlling Plan for automobiles and motorbikes was operated from 05/04/2006 to 03/2007. It has achieved 107 time intersection inspections, 20 time market inspections, and 40 time elementary school promotions and photo taken. The amount of photos was 41,988 times for auto vehicles.23054 car inspection times belonged to register numbers in Taichung county (deducted new cars inspection iles during 3 years). Non-inspected automobiles over inspecting due days in 2006 was 4604 times. After promotion for automobile inspection, 60% of automobiles had returned back for inspection ; Regulation Inspection Station held 2 seminars , people in Inspection Station held 2 education training courses(on Sundays), and held 4 conferences for distributors . 175 Regulation Inspection Stations had finished 867 times irregular auditing ; finished 2 times gas-comparison auditing; finished whole-car auditing 175 times; automobile inspection agents auditing 2 times; finished 6010 cases appealing and issuing law enforcement for people who had been 3 years continuing non-inspection automobiles and double register mail informed and license limitation punishment; informed and inspected 6015 non-inspected automobiles which unattended automobile registration form renew ; finished 6 times remote areas ; 20 times colleges and universities , 31 times apartment communities and 24 times for factories large-scale motorbike outdoor exhaustive gas inspection service. Due to the motorbikes inspection data analysis, the CO and HC density , if we use various brands for analysis , the Sanyo brand motorbikes have the optimal performance in CO and HC density exhaustion but the brand of the Vespa have not reached the standard of the density in CO and HC inspection. If we analysis the motorbikes , according to the using ages of vehicles, the CO and HC exhaustion density has been increased, due to the numbers of automobiles usage. Moreover, the motorbikes which are over 10 year usage have the most serious pollution problems. So the old automobiles are the high pollution group. In addition, according to the mileages of the automobiles, the exhaustion density of CO or HC in 4 mileage and 2 mileage , the former is lower than the latter. Regulation Inspection Station inspect and audit using non-shadow photo records, inspecting non-following regulation and indication changing worn parts, and revising records , worn parts changing, inspecting records and uncertain making various records. Until the end in 2006, the motorbike inspection rate had increased 4% when comparing to 2005 inspection. So, the records can highlight the achievement of the Inspection project. According to the statistics of inspection, as the registered and returned vehicles are concerned, the motorbikes regulation inspection rate 73.38% ranked number eighth in Taichung country. According to the regulation–inspection stations, the motor inspection rate 69.60% in Taichung county ranked number tenth when comparing to other areas in Taiwan. Average regulation inspection rate 71.40% ranked number ninth in whole country. Each achievement is list in the Final achievement report abstract table and every chapter.
